A Structure Plan is being developed to guide the future growth and development of Cavendish.

The Cavendish Structure Plan will serve as a long-term planning framework, outlining a shared vision for the township’s future. This project aims to:

  1. Identify Strategic Challenges
    Address strategic planning issues affecting Cavendish, including the community’s needs and aspirations.
  2. Define a Settlement Boundary
    Establish a clear settlement boundary to guide development.
  3. Envision the Future
    Develop a forward-looking vision for Cavendish to the year 2050.
  4. Address Constraints
    Identify and document areas subject to challenges such as bushfires, flooding, land capability, and other risks.
  5. Land Use Framework
    Update the land use and development framework in alignment with the new Structure Plan.
  6. Enhance Public Spaces
    Recommend improvements to public spaces to enhance the town’s liveability and appeal.

The Structure Plan will act as a critical policy document, guiding Council decisions and informing initiatives such as planning scheme amendments, capital works projects, service delivery improvements, advocacy efforts, and partnerships. It will also assist in the assessment of planning permit applications and provide direction for future infrastructure and service needs.

    Southern Grampians Shire Council invites residents in Coleraine and Cavendish to contribute to their town Structure Plans.

    The Plans will act as a critical guiding document to help inform initiatives and navigate future growth through planning scheme amendments, town boundary and zoning changes, major town projects, and advocacy opportunities.

    Southern Grampians Shire Council Acting Mayor Afton Barber said it’s important for residents to get involved to share their aspirations for their community.

    “Residents have the opportunity to share what their ideal future looks like, shaping the community in which they live and love,” said Cr Barber.

    “We know we have really strong communities within the Southern Grampians which provides just one of the many reasons so many people make this region their home.

    “By contributing to the workshops in Coleraine or Cavendish, locals can help with the sustainability and growth of their town.”

    Residents can participate in tailored workshops relevant to their township. No RSVPs are required, just head along and be prepared to share your aspirations.

    Community Workshops:

    Coleraine: Monday 31 March 2025, 4:00pm - 7:30pm, Karingal Senior Citizens Centre, Refreshments provided.
    Cavendish: Tuesday 1 April 2025, 4:00pm - 7:30pm, Cavendish Hall, Refreshments provided.

    “If attracting young families is the top of the list for you in Cavendish, then we need to assess housing opportunities and whether the current zoning boundaries will meet future need. If giving tourists more of a reason to stop and stay in Coleraine is something you are passionate about, then the enhancement of public spaces might be on your list, the opportunities really are up to you,” said Cr Barber.

    Through this process, towns will also be assessed for potential challenges including risks for bushfires or flooding, including strategic planning issues.

    “Think of it not plainly as a town structure plan – but as a plan for your town, developed by the people who actually live there,” concluded Cr Barber.
