Council has received an Outline Development Plan (ODP) for the vacant land on Handbury Boulevard, Hamilton, known as Lakes Edge. The ODP outlines a proposed layout for the site, including roads, subdivided lots, parks, and supporting infrastructure for future development.
As part of the plan, a childcare centre, sales office, and convenience store are proposed to complement the anticipated residential use of the land. The ODP has been prepared by Piece Property, the prospective purchaser of the site.
The Outline Development Plan (ODP) will be on exhibition for community input for 28 days, closing 5:00pm Monday 18 May 2026. Feedback can be provided below using the online survey or in writing.
Residents are encouraged to review the featured ODP and share their thoughts to ensure the development will meet the future needs of the Shire.
The ODP is prepared to satisfy the requirements of a Section 173 Agreement between Southern Grampians Shire Council and Piece Property dated 27 March 2025.The Agreement sets out a range of requirements including Section 3.3 which requires the Owner to submit an Outline Development Plan (ODP) to Council for Council’s approval. The Plan is submitted for Council approval under theclause.
The development will see approximately 300 – 320 new homes built within the residential zone, varying in land size from smaller 300m2 lot sizes up to 1,000m2. The development will be progressed over time, with building expected to be completed over four stages.
Public exhibition will run from Tuesday 21 April – Monday 18May 2026 with feedback to be presented to Council in June 2026.
